Its occured to me that there are still a large number of you out there who don't properly understand the use of the officer target functions. I say functions and not function because there are in fact 2 officer target keys.
The standard officer target highlights in a beam whatever you happen to be looking at, at the given time you press it, this is useful for targets that are stationary, however it makes it all but impossible to target moving players.
This is where officer target last comes in. Its an option found in Options; Player; tick the "Show Advanced" box (the same place you find your auto buffs) and then bound to a key of your choice (pick somewhere close to your movement keys).
So what does it do?
You can use it to target which ever player you last ran your cross hairs over. So all you need to do, is scan your cross hairs over a player for long enough that their name flashes...even for just a second, and then you can point anywhere, press officer target last and still highlight that player.
